Jinan Radio and Television’s “Tianxia Quancheng” client reported on February 24. The Outline of Jinan City’s 15th Five-Year Plan calls for concentrating innovation resources within enterprises. In Changqing District, policy incentives and corporate innovation are in perfect harmony; local “little giant” firms, bolstered by breakthroughs in core technologies and targeted policy support, continue to make significant advances in the high-end equipment sector.
At the production workshop of Jinan Haozhong Automation Co., Ltd. in Zhangqing District, technicians are conducting final performance tests on a next-generation high-speed, flexible single-arm robotic arm. Soon, this equipment will be shipped to a well-known automobile manufacturer in Anhui Province.
Liu He, chief engineer at Jinan Haozhong Automation Co., Ltd., explained that this is the company’s fifth-generation product. While motor power has been reduced, the production cycle has been accelerated, now reaching 15 cycles per minute. “A rate of 15 cycles per minute is not only a domestic benchmark but also places us at the forefront internationally. For our customers, it means improved efficiency; for us, it translates into lower costs, further strengthening the competitiveness of our products.”
As demand for personalized customization in the passenger‑car segment surges, conventional stamping equipment can no longer keep pace with the need to produce multiple models at a rapid manufacturing rhythm. Haozhong Automation decided to develop a new generation of high‑speed single‑arm robotic arms. However, at the early stages of R&D, the company had to acquire costly foreign simulation software and set up testing platforms—both requiring substantial upfront investment. Despite having a detailed technical development plan, financial constraints have made it difficult to move these initiatives forward.
Liu He, chief engineer of Jinan Haozhong Automation Co., Ltd., candidly acknowledged that the R&D process is often fraught with risks, and much of the investment may end up being wasted. “In other words, there’s inherent R&D risk—often, substantial resources are poured into projects, yet the returns may fall short of expectations. This certainly places significant financial pressure on us.”
Just as enterprises were grappling with funding for R&D, the Industrial and Information Technology Department of Changqing District proactively reached out, established “growth profiles” for each company, and assigned dedicated business experts. Through tailored “one-on-one” and “multiple-to-one” support and guidance, the department ensured that companies could accurately access information on relevant funding programs and application procedures.
Cao Zhenlin, Director of the SME Service Center of the Changqing District Bureau of Industry and Information Technology, stated that, under their meticulous guidance, Haozhong Automation Co., Ltd. successfully passed the applications for both the “Little Giant” designation—specialized, refined, distinctive, and innovative—and the key “Little Giant” program. “By fostering interactive exchanges among government, banks, and enterprises, we have included specialized, refined, distinctive, and innovative companies like Haozhong Automation on a whitelist and matched them with low‑interest, high‑limit credit loans, effectively addressing their liquidity challenges.”
Policy incentives have injected fresh momentum into technological innovation. Leveraging government support funds, Haozhong Automation Co., Ltd. has established a deep collaboration with Huatian Software, successfully building a cloud‑based, lightweight simulation platform that has reduced software costs by more than 60%. The company has subsequently developed a range of flagship products, including a high‑speed, flexible single‑arm robot and a thermoforming dual‑arm robot, thereby forging its core competitive edge; all product performance metrics now meet or exceed the leading domestic standards.
He Gang, General Manager of Jinan Haozhong Automation Co., Ltd., stated that during the 14th Five-Year Plan period, the company maintained R&D investment at a level of over 8% of its revenue. “Over these five years, we have obtained 56 patents, including 20 invention patents. Our products have now been adopted by major domestic automotive OEMs and have also entered international markets in North America, Europe, Southeast Asia, Central Asia, and beyond.”
From the “thorny path” of technological breakthroughs to the “fast lane” of innovative development, Jinan Haozhong Automation’s journey of overcoming challenges is a vivid microcosm of the collaborative efforts between government and enterprises in Changqing District to advance scientific and technological innovation. To date, the district has nurtured 13 national “Specialized, Refined, Distinctive, and Innovative” Little Giant enterprises, 15 Single‑Item Champions, and secured 43 first‑of‑its‑kind projects.
